Governor Inslee believes oil trains can be made safe. Oil trains cannot be made safe unless explosive naphtha is removed before shipment. The states retain power under the Commerce Clause to ban unavoidably dangerous cargo. An oil train fire in a city would be the next Oso times 10,000.
